General Tullius is an Imperial from Cyrodiil sent by Emperor Titus Mede II to command the IV Legion in Skyrim. He is cold and calculating, as well as a brilliant strategist. He holds immense hatred for the Stormcloaks in general and Ulfric in particular (likely due to the fact that Tullius was Ulfric's mentor when Ulfric served in the Imperial Legion). He is unswervingly patriotic to the Empire, masterful in strategy and tactics, and loyal to the men under his command, however he lacks charisma and knowledge of the Nord ways. General Tullius is first seen at Helgen, presiding over the attempted execution of Ulfric Stormcloak for his rebellion against Imperial authority and the murder of King Torygg, Skyrim's High King. However, the World-Eater's attack on the garrison of Helgen allowed Ulfric and the other captured rebels to escape back to Windhelm to reorganize.

Tullius is known to despise the Thalmor for their defeat of the Empire in the Great War. He is also known to be opposed to the White-Gold Concordat and secretly worships Talos. This is evident during the peace conference when Tullius makes a thinly-veiled agreement that is just shy of blatantly obvious with his adversary, Ulfric, that the Thalmor Ambassador to Skyrim, Elenwen, has no place in Skyrim's politics. This is also evident based on his inscribed amulet of Talos hidden in a chest in his room in Castle Dour.
He first appears to be ignorant and disinterested towards the Nords and their traditions of honor and strength and he doubts that he will ever understand them, but he later acquires a great amount of respect for Skyrim and the Nords, as he believes that the harshness of Skyrim tears away life's facades and carves a man down to his true self. He also holds immense admiration for his second-in-command, Legate Rikke, although he tries not to show it. Tullius is also known for his apathy for race or gender, as he determines his officers based on their merit, not their race.
